Office of Management and Budget Director Debra Gottlieb has presented the Government of the Virgin Islands’ first bound Annual Performance Report to the 29th Legislature. The report covers Fiscal Year 2010 and details the achievements of each of the government’s departments and agencies during that fiscal year, the assessment tools and/or measurements used to gauge performance, the challenges encountered, and corrective action plans.
“For ease of analysis, this document is divided by functional areas of the government to complement the Fiscal Year 2010 Executive Budget document. OMB has enhanced its efforts to work diligently alongside departments and agencies of the GVI, in order to effectively meet our Mission Statement and Vision “to improve public services” while “Transforming Government through Performance”, respectively,” Gottlieb said.
To further the de Jongh Administration’s efforts to demonstrate the importance and effectiveness of transitioning to a focused performance management methodology, OMB successfully trained department heads, program managers and fiscal personnel throughout the government in utilizing the core principles of performance management to meet goals. “The training and the resulting performance reporting requirements are designed to aid all stakeholders in understanding the performance management process and its role in meeting the needs of the citizens, while clearly identifying obstacles that hinder the achievement of goals and highlighting plans for reducing or eliminating them,” Gottlieb added.
