Gubernatorial Proclamation - Sexual Assault Awareness Month

Governor John P. de Jongh, Jr. has proclaimed the week of March 13-19, 2011 as “Energy Education Week” in the U.S. Virgin Islands, a time to highlight and encourage responsible and efficient use of our precious energy resources.

This designated week recognizes the importance of energy conservation as key to the nation and territory’s further growth and prosperity and acknowledges the importance of educating youth on these subjects, including in schools and through other community-based initiatives.

The 30th anniversary of Energy Education Week in the U.S. Virgin Islands is a time to raise awareness on steps that all residents can take to conserve energy throughout the year. It is also a time to learn about significant technological innovations in developing new energy sources. 

The Virgin Islands Energy Office is the lead agency in championing greater energy awareness among the territory's people and promoting education about clean energy sources, energy efficiency and renewable energy. 

During Energy Education Week, representatives of the office will visit several Virgin Islands schools to share information with students about how they can save energy and be part of the solution to our energy challenges in the future.

A discussion on Energy Awareness Week will be broadcast on the Public Access channels 6 and 10 on March 15. In addition, Government officials will tour new LED lights installed on St. John on March 16 with members of the community.

Governor de Jongh calls upon the Virgin Islands Energy Office and other government agencies, churches, schools, civic and community organizations, as well as the people of the territory, to join in practicing efficient energy use all year long and to participate in the scheduled activities during Energy Education Week.

A PROCLAMATION
BY THE GOVERNOR
OF THE
UNITED STATES VIRGIN ISLANDS

TO PROCLAIM SEXUAL ASSAULT AWARENESS MONTH
IN THE UNITED STATES VIRGIN ISLANDS

WHEREAS, April 2011 has been designated as "Sexual Assault Awareness Month" in the United States Virgin Islands; and

WHEREAS, sexual violence violates a person's trust and feeling of safety; and

WHEREAS, sexual violence is one of the single largest causes of injury to women; and

WHEREAS, sexual violence occurs anytime a person is forced, coerced and/or manipulated into unwanted sexual activity; and

WHEREAS , sexual violence includes rape, incest, child sexual assault, ritual abuse, and acquaintance rape, statutory rape, marital or partner rape, sexual exploitation, sexual contact, sexual harassment, exposure and voyeurism; and

WHEREAS , sexual violence can be perpetrated by anyone from a school teacher to a coworker, from a religious leader to an athlete, from a date to a family member; and

WHEREAS, sexual violence places victims at a significantly higher risk of experiencing long-term mental health consequences, including suicide, eating disorders, substance abuse, promiscuity, low self-esteem, psychiatric hospitalizations and post-traumatic stress disorder; and

WHEREAS, " sexual assault is an urgent and costly public health crisis" according to the Centers for Disease Control and Prevention ; and

WHEREAS, there is a need to increase public awareness and understanding of domestic sexual violence, to advocate for the rights and needs of victims, to make prevention a priority, and to work toward ending sexual violence in our communities;

NOW, THEREFORE, I, John P . de Jonqh, Jr., Governor of the Virgin Islands of the United States, by virtue of the authority vested in me by the Revised Organic Act of the Virgin Islands, as amended, do hereby proclaim April 2011 as "Sexual Assault Awareness Month" in the Virgin Islands. I call upon residents of the Virgin Islands to join in this observance with our social agencies, mental health providers and our victim service providers, and to participate in the activities scheduled for this month.
