Gubernatorial Proclamation - July 3rd-4th Weekend 

Governor John P. de Jongh, Jr. has proclaimed the weekend on which take place Emancipation Day and Independence Day as “July 3rd – 4th Weekend” in the Virgin Islands. The governor’s proclamation recognizes the back-to-back holidays that celebrate both freedom and independence.

July 3rd is the anniversary of the emancipation of slaves in the Danish West Indies. On that day, enslaved descendants of Africans were declared free, and Governor-General Peter von Scholten signed a proclamation abolishing slavery in the Danish West Indies. Emancipation Day is one of the Virgin Island’s most historically significant holidays, and is a day of reverence for the people of the territory. The Proclamation of Freedom was the first of its kind for any part of what is now the United States of America.

A day after Emancipation Day, we mark the birth of our nation. Independence Day is a time to celebrate a nation that has given rise to the ideals of freedom and democracy while championing the cause of human rights throughout the world.

These consecutive holidays in the Virgin Islands have linked the never ending desire for human freedom to the concept of government for, of and by the people.

De Jongh calls upon all government agencies, residents, churches, and community organizations in the territory to join him in remembering those who have suffered physically and mentally during repressive times and those who have given their lives in the pursuit of the cherished ideal of human liberty. The governor also encouraged residents to participate in events that are scheduled for this weekend to mark the Emancipation and Independence Day holidays in the Virgin Islands including the St. John Fourth of July Festival.

A PROCLAMATION
BY THE GOVERNOR
OF THE
UNITED STATES VIRGIN ISLANDS

TO PROCLAIM PUBLIC SERVICE RECOGNITION WEEK
IN THE UNITED STATES VIRGIN ISLANDS

WHEREAS, the week of May 22-28, 2011, has been designated as "Public Service Recognition Week" in the United States Virgin Islands; and

WHEREAS, the Territory, which will be celebrating its annual celebration, will be joining the fifty states and territories in recognizing outstanding employees for their performance and efforts to improve public service; and

WHEREAS, the people of the Virgin Islands, through innumerable contributions in advancing the science, processes and art of public administration, have improved the administration of the public service at all levels of government and in all functional and program fields; and

WHEREAS, particular recognition is due to reinforce the value and worth of public service employees who, through a cast of mind, a corpus of theory and knowledge, a social ideal, ethical standards and formal organization, promote excellence in territorial services to individuals, organizations, and the public at large; and

WHEREAS, it is fitting and proper that we honor and commend those employees who have been selected by their respective departments and agencies as "Employee of the Year" for their diligence, outstanding work, and contributions to their departments and agencies; 

NOW, THEREFORE, I, John P. de Jonqh, Jr., Governor of the United States Virgin Is1ands, by virtue of the authority vested in me by the Revised Organic Act of 1954, as amended, do hereby proclaim the week of May 22-28, 2011 as, as "Public Service Recognition Week." I encourage all levels of our community and society, public and private sectors, to hold programs promoting improved understanding and strengthened administration of public service through the interchange and identification of common public administration goals and objectives and honoring outstanding public service employees within each department and agency of the Government of the Virgin Islands. 

IN WITNESS WHEREOF, I have hereunto set my hand and cause the Seal. of the Government of the Virgin Islands of the United States to be affixed at Charlotte Amalie, St. Thomas, Virgin Islands, this 7th day of April, A.D., 2011.
