Gubernatorial Proclamation - Click It or Ticket Mobilization 

Governor John P. de Jongh, Jr. has proclaimed May 23-June 5, 2011 as a “Click It or Ticket” mobilization period in the Virgin Islands. During these designated two weeks, police will ramp up enforcement of seat belt laws, which have been shown to reduce the risk of injury or death caused by motor vehicle crashes. 

With the safety and security of residents and visitors to the territory as a paramount concern, initiatives like this one assist in raising awareness on potentially life-saving measures in the event of an accident. A majority of Virgin Islanders regularly travel in motor vehicles on our territory's roads and are encouraged to always practice safe driving habits.

In 2009, seat belts in passenger vehicles saved approximately 12,713 lives. Regular seat belt use is the single most effective way to protect individuals while driving; using a seat belt is also required by law in the Virgin Islands. 

Between May 23 and June 5 in the territory and across the nation, law enforcement officers will actively participate in the Click It or Ticket initiative and will monitor the public on seatbelt use, day and night. Checkpoints will be established throughout the Virgin Islands. Increased enforcement of seat belt laws, coupled with publicity, has proven to be an effective method to increase seat belt usage and decrease fatal crashes.

Governor de Jongh urges all Virgin Islanders to always wear their seat belts and to practice safe driving habits.

A PROCLAMATION
BY THE GOVERNOR
OF THE
UNITED STATES VIRGIN ISLANDS

TO PROCLAIM CLICK IT OR TICKET MOBILIZATION
IN THE UNITED STATES VIRGIN ISLANDS

WHEREAS, the safety and security of the citizens of the United States Virgin Islands and surrounding areas are vitally important; and

WHEREAS, a large percentage of our citizens regularly drive or ride in motor vehicles on our roadways; and 

WHEREAS, the use of seat belts in passenger vehicles saved an estimated 12,713 lives in 2009; and 

WHEREAS, regular seat belt use is the single most effective way to protect people and to reduce fatalities in motor vehicle crashes; and 

WHEREAS, the use of seat belts is supported by the laws of the United States Virgin Islands; and

WHEREAS, May 23rd through June 5th, 2011 has been selected as the National Click It or Ticket Mobilization Enforcement Period; and 

WHEREAS, across the United States and its Territories, law enforcement officers will be actively participating in the mobilization to ensure all motor vehicle occupants are buckled up day and night to reduce the risk of injury and death caused by traffic crashes; and 

WHEREAS, increased enforcement of seat belt laws coupled with publicity has proven to be an effective method to increase seat belt use rates and decrease fatal crashes; and 

WHEREAS, here in the Territory, the Virgin Islands Police Department and other law enforcement agencies will be actively checking and enforcing our seat belt laws to ensure our motorists are complying with the Virgin Islands seat belt law;

NOW, THEREFORE, I, John P. de Jonqh, Jr., Governor of the United States Virgin Is1ands, by virtue of the authority vested in me by the Revised Organic Act of 1954, as amended, do hereby proclaim May 23rd through June 5th, 2011 as, as "Click It or Ticket Mobilization." in the United States Virgin Islands. I call upon all Virgin Islands drivers and residents to join with me in observance of this occasion and strongly urge everyone to always wear seat belts when driving or riding on our roadways.  

IN WITNESS WHEREOF, I have hereunto set my hand and cause the Seal. of the Government of the Virgin Islands of the United States to be affixed at Charlotte Amalie, St. Thomas, Virgin Islands, this 20th day of May, A.D., 2011.
