| WHEREAS, Black History Month will be observed across America
and abroad during February 2011; and
WHEREAS , Black History Month focuses on the achievements of
black men and women throughout history ; and
WHEREAS, this year honors Black Americans and the Civil War,
and highlights the 45th anniversary of the founding of the
observance in 1965 of Black History Month; and
WHEREAS, this observance celebrates
Black Americans and their importance during the Civil War , which played a major role in the
elimination of slavery and the future of our Nation; and
WHEREAS, this observance provides for people around the world
to discover, understand, and appreciate the contributions
Black Americans have made to the development of the United States of
America; and
WHEREAS, this observance also provides an opportunity for
students and the public to study how Americans of African descent
have contributed in other areas to eradicate poverty, further
educate the community, and become involved in economic
advancement; and
WHEREAS, this focus will lead to the establishment of more
Black-American organizations, whose purposes will. be to develop
businesses, training schools , labor unions, arts and cultural
programs;
NOW, THEREFORE, I,
John P. de Jongh, Jr., Governor of the United
States Virgin Islands, by virtue of the
authority vested in me by the Revised Organic Act of 1954, as amended, do hereby
proclaim the month of February 2011, as
"Black History Month" in
the United States Virgin Islands. I urge all residents to join
with me in the observance of Black History Month
as we pay tribute
to the heritage of Americans of African descent.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the
Seal of the Government of the United States Virgin Islands to be
affixed at Charlotte Amalie, St . Thomas, Virgin Islands, this
