Governor makes appointments to the PFA and EDA Boards

Gov. John P. deJongh Jr. has nominated Pablo O誰eill to serve on the board of directors of the Public Finance Authority and Henry Smith to a term on the board of directors of the Economic Development Authority. 

O誰eill brings a distinguished and extensive background to the Virgin Islands Public Finance Authority Board of Directors. "With 43 years of financial, tax, and business management experience in the Virgin Islands and Puerto Rico, Mr. O誰eill is poised to assist in guiding this important body forward," deJongh said Tuesday. 

O誰eill has been an active member of the community, participating in high-level capacities in such entities as the Banking Board of the Virgin Islands, the Virgin Islands Board of Public Accountancy, St. Croix Foundation for Community Development, Inc., Rotary Club of St. Croix, and the Chamber of Commerce, among many other local groups and organizations. As a Certified Public Accountant in the U.S. Virgin Islands, Puerto Rico, and Florida, O誰eill represents a steady and consistent voice in financial leadership.

O誰eill is currently Managing Member of the O誰eill & Associates, LLC Accounting Firm, which provides experience and vision in financial analysis, tax preparation, general accounting, business consulting, and litigation support. O誰eill is also well-skilled in conducting audits for various entities in accordance with Generally Accepted Accounting Principles (GAAP) and is an avid tennis, golf, and chess player.

O誰eill, who will replace Paul Arnold on the PFA board, holds a B.B.A. in Accounting from the University of Puerto Rico and an M.B.A. in Taxation from the Bernard M. Baruch College of the City University of New York.

Henry H. Smith brings dynamic and visionary expertise to the Governing Board of the Virgin Islands Economic Development Authority. "With nearly 30 years of senior leadership and management experience in research, public service, and academic administration, Smith is well-qualified to assist in the governance of this important entity痴 forward progress," deJongh said. Smith replaces Willis Todmann on the EDA board.

Smith is currently Vice Provost for Research and Public Service at the St. Thomas campus of the University of the Virgin Islands where he provides leadership on the following programs: the Center for Marine and Environmental Studies, the Eastern Caribbean Center, the Water Resources Research Institute, the Cooperative Extension Service, the Small Business Development Business Center, the Agricultural Experiment Station, the Virgin Islands Experimental Program to Stimulate Competitive Research, and the Research Publications Unit. In this capacity, he has excelled in guiding the university mission and is a constant source of knowledge and resourcefulness.

Smith holds a J.D. with a concentration in Environmental Law from University of Dayton, a Ph.D. in Civil Engineering with specialties in Water Resources Planning and Management and Hydrology from Colorado State University, an M.S. in Civil Engineering with an emphasis in Environmental Engineering and Water Resources from University of Maryland, and a B.A. in Marine and Environmental Science from the then College of the Virgin Islands.
