Attorney General: Federal judge cites improvements at prisons

Federal Judge Stanley Brotman has concluded an inspection of prison and detention facilities on St. Thomas and has noted “considerable improvements made by the Bureau of Corrections to correct long-existing deficiencies,” so says Attorney General Vincent Frazer, who has oversight of the Corrections Bureau.

Judge Brotman’s inspection and compliance review was in response to a recent order he handed up. Frazer said Thursday that Brotman appeared pleased with the improvements of the physical plant and the cleanliness of both facilities in addition to the level of custody being provided to the offender population and to the mentally challenged being incarcerated. 

Although Frazer said Brotman recognized the agency’s current human resources challenges, “the judge also stressed the urgent need for the development of a Forensic Psychiatric Facility within the territory, where the mentally challenged population can receive a level of care equivalent to national standards.”

Frazer said that Judge Brotman found both the “Bureau of Corrections and the prison facilities on St. Thomas are poised to begin the process of being in full compliance with the Stipulated Agreement once other infrastructure and staffing issues are properly addressed.”
