In order for the Virgin Islands to take advantage of the health care reform provisions we must be in a position to act expeditiously ensuring that the Virgin Islands receives the benefits set forth in the Patient Protection and Affordable Care Act. The
de Jongh-Francis Administration is fully committed to ensuring that we take full advantage of these opportunities and meet those challenges. To that end,
Governor de Jongh established the Virgin Islands Health Reform Implementation Task Force through Executive Order 449-2010. The Task Force is charged with providing me guidance and recommendations with respect to Territorial initiatives to implement health care reform and improve quality and access to healthcare for all of our residents.
The Task Force
is composed of 14 members, including the Lieutenant Governor who in his capacity as Commissioner of Banking and Insurance serves as Chairman of the Task Force; the Governor (or his designee); the Commissioners of Health and Human Services’ the Directors of Personnel and Management and Budget; the Attorney General; the CEOs of Schneider Regional Medical Center, Governor Juan F. Luis Hospital, Eastend Medical Center, and Frederiksted Health Center; the Chair of the
GESC/Health Insurance Board of Trustees; the Director of Virgin Islands
Equicare; and the Chairman of the Legislature’s Committee on Health. The Task Force is authorized to meet as necessary to accomplish its goals.

VI Health Reform Implementation Task Force
|

Purpose:
a) To develop a strategic plan to implement reforms
b) To make recommendations utilizing funds made available under the Act
c) To improve the health care system in the Virgin Islands
d) Review and analyze Act and any implementing guidance from HHS and other fed agencies
e) Work with GVI health care consultants to identify and pursue grant funding and TA opportunities
f) Refine GVI’s position re the Title I provisions and implement strategy to secure concurrence
w/HHS
g) Identify and develop necessary and appropriate amendments to the Acts
Task Force has begun its work and is expected to produce three reports on their preliminary analysis of the Virgin Islands’ legal authority to implement the Health Care Reform provisions; the insurance regulations covering the implementation of the short-term and long-term insurance company reforms; and a financial analysis to determine the impact of the implementation on the Territory’s budget.

provides for the establishment of “Exchanges,” which
will be entities where uninsured individuals (who are
not eligible for Medicaid) and small businesses can
purchase qualified private health insurance plans.
