Meet the First Lady 

Cecile de Jongh became First Lady of the Virgin Islands when her husband, Governor John de Jongh, was inaugurated as the United States Virgin Islands’ 7th elected Governor on January 1, 2007.

As First Lady, Cecile promotes several causes, including one that has personally touched her own family. She had established two local chapters of Children and Adults with Attention-Deficit/Hyperactivity Disorder (CHADD) to help raise awareness about this disorder and other disabilities to seek support for affected families. She is currently a member of the CHADD National Board and is also certified as a Parent-to-Parent Teacher through CHADD. 

Cecile is committed to improving literacy by serving as the spokesperson for the Territory's Big Read initiative sponsored by the National Endowment for the Arts and the VI Humanities Council and as a Reading Ambassador under the Scholastic Summer Challenge. She is a founding member and honorary board member of Habitat for Humanity International of the Virgin Islands and donated the first house in the VI to this cause. Cecile is also Chairperson for the Children and Families Council, an initiative that seeks to improve the standard and quality of government services to ensure children’s school readiness, especially regarding health, education, safety, and overall livelihood. The Council focuses on early childhood education and positively affecting teen pregnancy, truancy, and youth violence. 

In 2008, as a founding member of the Rwanda Project USVI, Inc., Cecile and other board members took eleven VI teenagers to Rwanda. The primary mission of the project is to be an educational, non-profit corporation that will raise funds to take Virgin Islands high school students to Rwanda each summer to educate and connect them to life in a country that has been devastated by genocide and disease.

She also founded VI Tennis in the Parks and Schools (VITIPS) to introduce and sustain tennis in the local parks and schools through after school and summer programs. Cecile has also founded Healthy VI to engage the Virgins Islands youth in the conversation about obesity and the need to maintain a healthy lifestyle. Additionally, Healthy VI has purchased and will distribute compost bins for elementary schools. 

A strong supporter of Special Olympics, Cecile launched Camp Shriver in 2007 in both St. Thomas and St. Croix. The Camp Shriver program, established by Eunice Kennedy Shriver, is a three-week camp providing recreational activities for people with intellectual disabilities. 

In 2008 Cecile was the Co-Director of Massachusetts/USVI Women for Obama. As Co-Director, she traveled with the Massachusetts/USVI Women for Obama Committee to South Carolina, Massachusetts, and Pennsylvania; partnered with Governor Deval Patrick, as well as First Lady Diane Patrick on campaign and fundraising events.

Cecile is a trustee for the Antilles School, and she has served on the Foundation of the University of the Virgin Islands for 12 years. She also is a board member of the St. Thomas-St. John Chamber of Commerce. In 2007, she was honored as the Rotary Person of the Year. 

Cecile attended Marquette University, where she earned BS degree in Business Administration and Marketing. Cecile and her husband John were married on St. Croix in 1986, and they have three children, John III, Rene, and Julian.
